The "Guiding Opinions" point out that, conscientiously implement the decision and deployment of the Party Central Committee and the State Council and the work arrangements of Sichuan Provincial Party Committee and Provincial Government, around the overall goal of striving to achieve carbon peak by 2030 and carbon neutral by 2060, provincial enterprises should give full play to the role of leading demonstration, strive to take the lead in the province's enterprises to achieve carbon dioxide emissions peak, the comprehensive energy consumption and carbon emissions intensity of 10,000 yuan of output value have reached the advanced level of the same industry in China. The Guiding Opinions emphasize that in promoting the gathering of state-owned capital to green and low-carbon fields, provincial enterprises should incorporate the work of carbon peaking and carbon neutral into the 14th Five-Year Plan, promote industrial ecology and ecological industrialization, and do a good job in energy saving and carbon reduction. It is also proposed that by the end of 2021, all provincial enterprises should combine the mapping and research with the development of the industry to develop their own actual carbon peak action plans, with clear timetables, roadmaps and construction plans.

In promoting the development of low-carbon transformation in key areas, the focus should be on energy, manufacturing, construction, transportation and service industries. To strengthen innovation support, the focus will fall on three aspects of technological innovation, collaborative innovation and model innovation, and strengthen the support of green low-carbon development of enterprises, and promote the establishment of the Sichuan-Chongqing Carbon Neutral Innovation and Development Alliance with Chongqing state-owned enterprises, and collaborate to promote low-carbon technology innovation of Sichuan and Chongqing state-owned enterprises.

In promoting the innovative development of green finance, we should coordinate and make good use of all kinds of green financial tools, encourage enterprises to participate in the innovation of green credit, green bonds (such as carbon neutral bonds), green funds, green guarantees, carbon finance and other green financial tools, and support enterprises to jointly initiate the establishment of "green development funds" to provide financial support for energy-saving and carbon-reduction projects of state-owned enterprises. In terms of accelerating the formation of low-carbon production and lifestyle, it will mainly guide the cadres and workers of state-owned enterprises to establish new concepts and form a new culture by advocating zero-carbon activities and creating carbon neutral experience centers such as Carbon Dafeng.

It is worth mentioning that the "Guiding Opinions" clarifies that Sichuan will establish and improve the performance assessment incentive and restraint mechanism for provincial enterprises to achieve peak carbon and carbon neutrality, and include the completion of relevant work into the business performance assessment of enterprises.

Among them, the provincial enterprises in the current year to achieve the carbon peak carbon neutral goal and the input, which is included in the current profit and loss, can be recognized as profit for assessment plus back.
